1 mink, looked like a young one, fishing in the Irwell at Waterfoot.  Looked to have come from Cowpe Brook.  Should the local pest control officer be informed or one of the local countryside rangers?

I'd speak to the Ranger in the first instance. They'll know whether or not to involve pest control.
